Project Management and Contract Compliance Associate

For over fifty (50) years, Community Legal Services, Inc. (CLS) has been committed to serving the legal needs of low-income Philadelphia residents in civil matters affecting their families, their jobs, their homes, and their incomes. We make a significant difference in the lives of poor and at-risk Philadelphians by providing advocacy, legal advice, and individual representation to thousands of individual clients each year, and by participating in statewide and national advocacy.  CLS also collaborates with other public interest and community organizations to ensure that the rights and needs of those living at the low-income threshold in our society are given a continuing presence in the public policy decisions that most affect them. 

 Position Summary: The Project Management and Contract Compliance Associate manages deliverables and compliance requirements for complex contracts to ensure they are implemented correctly and efficiently, and that CLS is able to report to our funders quickly and accurately.  This position is responsible for collaboratively preparing initial, interim and final reports for complex government contracts.   The position will also work with agency partners on scheduling, follow-up on assigned tasks, creating systems for managing documents and information and ensuring all parties are aware of key policies. 

 This individual will work directly with the Senior Compliance Officer and lead project managers in all work related to specific government contracts; they will create, maintain and update compliance data in an organizational database; run reports in Legal Server and other software, including Excel, as needed; provide timely information, input responses as requested to support the collection and management of key data for contracts; and perform other duties as assigned including working on special projects. A pivotal role of this position is to be in daily communication with project partners, coordinating daily and weekly schedules for project partners, and ensuring continuity of case management and other contract deliverables on a daily basis.

The ideal candidate should possess excellent project management and organizational skills, solid data and analytical skills, and the ability to work and resolve problems independently and proactively, manage multiple priorities and projects, and have a strong attention to detail.  The position requires someone with a high level of professionalism and administrative experience in a fast-paced environment, with exceptional customer relation skills and the ability to interact with internal staff and external partners, sometimes under pressure, remaining flexible, proactive, resourceful, and efficient.  Crucial to this role is the ability to develop a thorough understanding and knowledge of complex government contracts and reporting requirements.

Requirements: 

Primary Responsibilities:

·         Under direction of the Supervising Attorney and/or Managing Attorney, manage all daily aspects of specific government contracts, including daily contact with partner organizations, ensuring daily continuity of case management and other deliverables.

·         Under the direction of the Senior Development & Compliance Officer, manage project data and prepare quarterly contract reports and invoices.   

·         Understand compliance requirements of specific contracts.

·         Create compliance systems and materials, and train staff on compliance issues.

·         Monitor staff and partner organization adherence to compliance requirements and work with management to address issues.

·         Maintain comprehensive calendar of contract deadlines; manage reminder process for staff and furnishing material for requests and reports.

·         Ability to maintain confidential information.

 

Education, Training & Experience

·         Minimum of 2+ years’ related experience preferred but open to entry level candidates with strong relevant competencies.

·         Strong analytical, problem solving and organizational skills, ability to work independently, and excellent attention to detail.

·         Experience in contract administration and compliance a plus.

·         Demonstrated leadership in projects and tasks.

·         Undergraduate degree in a relevant area or the equivalent of substantive professional experience.

·         Excellent computer skills including all MS Office products, web search, scanning, and other relevant platforms. Experience with data management systems and strong Excel skills required.

·         Demonstrated understanding and application of best practices around contracts compliance.
