POSITION DETAILS

Under the supervision of the Fiscal Director, the Fiscal Officer will perform a wide range of financial and fiscal services, including payroll preparation and control; monitoring payroll and personnel transactions; processing payroll forms; authorizing payroll actions such as new employment, termination, and change of status transactions; accounting; billing and collection of receivables (AR); processing and monitoring of payables (AP); preparation of financial and statistical reports; administering inventory and asset schedules and tracking; document retention tracking and schedules; and performing related work as required.

The ideal candidate will be responsible for complex analysis, reporting and operating functions and may lead Fiscal Department projects or consult with, and advise, other CCLS departments and programs. The Fiscal Officer will temporarily assume the Fiscal Director duties and responsibilities in their absence.

Salary:                                     Salary Range DOE ($46,368 to $70,980 per year)

Requirements: 

DUTIES:

  • Month-end close processes and expense allocations;
  • Monthly billing in accordance with grant budgets and funder requirements;
  • Review/ Approve General Ledger Account Coding for Accounts Payable;
  • Review/ Approve General Ledger Account Coding for Accounts Receivable;
  • Accrue Accounts Receivable and allocate Income;
  • Review/ Approve Payroll Journal Entries;
  • Monthly reconciliation of employee receivables and liability accounts;
  • Prepare the annual schedule reconciling Form 941 & benefits deductions;
  • Analyze financial performance versus budgets;
  • Prepare financial reports and other technical fiscal reports, and correspondence;
  • Review and apply current legislation and other authoritative guidelines as appropriate, in performing various fiscal activities;
  • May act in a lead capacity which involves assigning, reviewing, and coordinating the work of the Fiscal Clerk or Fiscal Assistant;
  • Assist the Director with the preparation of grant proposal budgets, forecasts, financial recaps and reports;
  • Assist the Director with the annual financial and compliance audit;
  • Advise and confer with Fiscal and other CCLS staff on specific and general financial, accounting, payroll and fiscal related matters;
  • Other duties as assigned to ensure proper functioning of the department.

QUALIFICATIONS:

  • Preferred Knowledge Of:
  • Financial and accounting principles, practices and methods;
  • Payroll principles and practices to properly determine and allocate costs;
  • Non-profit accounting principles and practices to assist in preparing annual reports and financial statements;
  • Budgeting principles and practices to assist in preparation of proposals and the annual budget;
  • Legal, Financial and Government Code sections relevant to non-profit accounting;
  • Department practices, policies, and procedures necessary to assign, review, coordinate, and monitor the work of the department.
  • Preferred Skills:
  • Analyze financial data and interpret results for management reports;
  • Prepare complex, summary financial reports and statements accurately;
  • Determine accounting problems, review factors and select alternatives, and take corrective action;
  • Read, understand and interpret laws, regulations and grant agreements;
  • Write clear, concise reports, memos, and instructions with technical accuracy using correct grammar, punctuation and spelling;
  • Communicate verbally in a clear and concise manner to explain procedures to peers and lay persons;
  • Establish and maintain effective working relationships;
  • Independent accomplishment of job assignments;
  • Assign, review and coordinate the work of the Fiscal Clerk.

MINIMUM QUALIFICATIONS:

  • Education: Possession of a bachelor’s degree in accounting, business administration, economics, or a closely related field;
  • Experience: Minimum Three (3) years of full-time, paid professional finance or accounting experience with a non-profit or governmental agency.  Advanced accounting, business, economics, or related degree may substitute for the required experience. Advanced certification (CPA, CMA, Not-for-Profit Accounting Certificate, etc.), or additional years of non-profit or governmental accounting experience may substitute for the required education. Candidate must demonstrate relevance of certification or experience;
  • License: Possession of a valid Class "C" driver's license, or equivalent, may be required.
