Staff Attorney (Health Consumer Center)

NLSLA is seeking a Staff Attorney for Health Consumer Center (HCC) for its Pacoima or El Monte office. The Attorney is expected to maintain expertise on a range of health care access issues affecting low-income individuals including eligibility, access to care, affordability with emphasis on managed care delivery systems issues; manage a caseload of health advocacy cases performing all functions from intake to case management to representation, negotiation, administrative hearings, plan grievances, litigation and systems advocacy; provide on-going legal research, support and training to health care counselors who staff the HCC hotline.

Position: Staff Attorney – Health Consumer Center (HCC) Pacoima or El Monte, CA Travel required throughout NLS service areas

Availability: Open Immediately.

Compensation: Salary Starting at $60,000 - Salary commensurate with experience. Excellent Benefits which include: choice of medical, dental, vision; life and disability insurance plans; 125 plan; 403(b) with employer contribution, loan reimbursement, bilingual pay supplement, sick and vacation pay, and 13 employer-paid holidays.

Duties and Responsibilities: Provide legal advice to individual clients; participate in all aspects of advocacy and litigation including, but not limited to: client interviews, factual investigation, legal research, discovery, preparation of legal documents, negotiations, administrative hearings and trials, and appellate work in both state and federal courts; provide substantive support and legal advice to paralegal advocates in the HCC; assist in outreach and community education to health consumers and community based organizations; provide technical expertise on health care law to a range of community based organizations; and participate in projects involving systemic or policy issues impacting large numbers of low-income health care consumers.

About NLSLA: NLSLA is one of Los Angeles County's leading public interest law offices and has been the primary legal aid program serving the cities of Burbank and Glendale and the San Fernando and Antelope Valleys for more than 50 years and the city of Pasadena and San Gabriel and Pomona Valleys since 2001. The NLSLA staff of 135+, including 55 lawyers, provides legal assistance to low-income individuals, families and groups in the areas of family law and domestic violence, housing, health care, education, public benefits, economic and job development, immigrant rights, consumer rights and environmental justice. The NLSLA headquarters is located in Glendale, CA with branch offices in Pacoima, El Monte and Boyle Heights.

 

Requirements: 

Minimum Qualifications: California Bar membership and bilingual verbal, reading, and writing skills in Spanish are preferred. Highly motivated attorney passionate about public service work, with sensitivity to those in crisis. 1-3 years’ experience preferred. Excellent writing, speaking and organizational skills and the ability to communicate effectively with clients, community organizations, attorneys, the judiciary and the public as well as capacity to supervise students. Knowledge of the principals and procedures of litigation in state and federal courts, and administrative agencies. Experience advocating for individuals or other advocacy work involving health and public benefits issues preferred. Health expertise preferred. General poverty law background in the areas of housing, immigration, family law, public benefits and the delivery of health care desirable.
