Staff Attorney (Health Consumer Center)

Description: 

Provide leadership and support in complex state-court cases, including factual investigations and other research; negotiations with opposing counsel; legal writing; motion practice; discovery; and court appearances. Participate in all other aspects of advocacy and litigation including, but not limited to: client relations, administrative hearings, and appellate work in state courts; provide substantive support and legal advice to HCC advocates; assist in outreach and community education to health consumers and community based organizations; provide technical expertise on health care law to a range of community based organizations; and participate in projects involving systemic or policy issues impacting large numbers of low-income health care consumers. 

NLSLA is seeking a Staff Attorney for Health Consumer Center (HCC) for its Pacoima or El Monte office.  The attorney is expected to focus on supporting HCC’s groundbreaking litigation, including research and writing, discovery, fact investigation, negotiations, and court appearances. In addition, they will develop and maintain expertise on a range of health care access issues affecting low-income individuals including eligibility, access to care, affordability with emphasis on managed care delivery systems issues; manage a caseload of health advocacy cases performing all functions from intake to case management to representation, negotiation, administrative hearings, plan grievances, litigation and systems advocacy; and provide on-going legal research, support and training to health care counselors who staff the HCC hotline.

Requirements: 

California Bar membership and bilingual verbal, reading, and writing skills in Spanish are preferred.  Highly motivated attorney with a strong interest in litigation, and passion for public service work, with sensitivity to those in crisis. 1-3 years’ experience preferred.  Excellent writing, speaking and organizational skills and the ability to communicate effectively with clients, community organizations, attorneys, the judiciary and the public as well as capacity to supervise students. Knowledge of the principals and procedures of litigation in state and federal courts, and administrative agencies. Experience advocating for individuals or other advocacy work involving health and public benefits issues preferred. Health expertise preferred.  General poverty law background in the areas of housing, immigration, family law, public benefits and the delivery of health care desirable.
