Individuals who are Deaf or Disabled are encouraged to apply.   Office Location: Sacramento, Oakland, Los Angeles, San Diego, Ontario, Fresno, or Remote within California   SALARY RANGE (Depending on Experience): Staff Attorney 1: $63,063 - $92,352 annually Staff Attorney 2: $75,100 - $109,973 annually   Employment Status: Regular, Full Time, Exempt   WHO WE ARE Disability Rights California (DRC) is a statewide, non-profit legal organization dedicated to advancing the rights of Californians with disabilities. DRC works to achieve fairness and justice for people with disabilities through individual and impact litigation, state and federal policy and regulatory advocacy, and community education and training.   Healthcare/Home and Community-Based Services (HCBS) Practice Group The Healthcare and Home and Community-Based Services Practice Group believes healthcare is a human right.  We work to ensure that healthcare and home and community-based services are available to everyone.  We work to ensure people with disabilities have access to essential health care services and a full range of community long-term services and supports to enable them to live in the community and avoid institutionalization, consistent with the principles of the Supreme Court’s Olmstead decision. We work to dismantle structural and systemic inequities in healthcare and access to services. Areas of particular focus include Olmstead litigation and advocacy, Medi-Cal home and community-based services waivers, In-Home Supportive Services, and access to essential health care benefits through Medi-Cal managed care, EPSDT, and California Children’s Services (CCS).   ESSENTIAL FUNCTIONS Essential functions are the job responsibilities an employee must be able to perform, with or without reasonable accommodation. Staff Attorney or Staff Attorney 2 essential functions include:   Staff One Attorney Staff Attorney 1 provides support and short-term assistance to clients with disabilities on disability-related legal matters and participates in other advocacy including litigation in conjunction with more experienced attorneys.   Staff Two Attorney Staff Attorney 2 will handle multiple cases and advocacy projects with appropriate supervision depending on experience including leading individual client litigation, writs, administrative practice, and policy advocacy, and provides leadership and mentoring to other Disability Rights California regional office advocacy staff.   WORKING CONDITIONS  The following describes general working conditions and requirements of the job, which can be performed with or without disability-related reasonable accommodations: ·       Duties are performed between an office or home environment and the field in a wide range of settings, including courthouses, facilities, or other institutional settings, or in community-based settings. ·       Duties frequently require sitting and communicating with others. ·       Must be able to transport oneself to work-related meetings, training, and community events.
Requirements: 
Minimum Qualifications for Staff One Juris Doctor degree and demonstrated commitment – through lived experience and/or employment history – to working with people with disabilities and low-income clients. - Must be a member of the California State Bar or be able to practice under the Registered Legal Services Attorney Program.
Minimum Qualifications for Staff Two Juris Doctor plus five full years of experience practicing law including litigating civil cases in state or federal court, such as eviction defense, law and motion, discovery, trial, and appeals, and leading multiple advocacy projects.  - Expertise in one or more substantive issue areas handles complex legal matters; demonstrated commitment – through lived experience and/or employment history – to working with people with disabilities and low-income clients. - Must be a member of the California State Bar or be able to practice under the Registered Legal Services Attorney Program.   The Staff One and Two job duties depending on experience include ·       Provides legal service to clients with disabilities including advice, negotiation, representation in administrative hearings, litigation, and administrative and policy advocacy in accordance with program priorities and case handling policies; ·       Leads, with the support of the managing attorney and litigation counsel, statewide impact activity including institutional and group litigation and policy advocacy beneficial to people with disabilities; ·       Coordinates substantive advocacy through collaboration with clients, community groups, and service providers; ·       Engages in outreach activities that increase the capacity of community members to advocate for themselves; ·       Must be willing to travel and occasionally work long hours if needed; and ·       Handles other duties as assigned.    PREFERRED QUALIFICATIONS The ideal candidate would: ·       Have experience working in the Medi-Cal/Medicare/healthcare system; ·       Incorporate race equity and community lawyering principles into their work; ·       Have a strong sense of professional responsibility; ·       Have a desire to learn from and share knowledge with team members; ·       Take initiative and work well under pressure; ·       Meet deadlines and perform multiple tasks while maintaining attention to detail;   ·       Maintain positive relationships with diverse groups of people;   ·       Communicate well, both verbally and in writing; ·       Ability to speak a language other than English Minimum Qualifications for Staff One Juris Doctor degree and demonstrated commitment – through lived experience and/or employment history – to working with people with disabilities and low-income clients. - Must be a member of the California State Bar or be able to practice under the Registered Legal Services Attorney Program.
