DRC works to achieve fairness and justice for people with disabilities through individual and impact litigation, state and federal policy and regulatory advocacy, and community education and training.   Housing Stability Project DRC is seeking a Social Services Manager to join our new Housing Stability Project (“HSP”) team.  With the anticipated influx of evictions driven by the COVID-19 pandemic, DRC aims to significantly expand our work to prevent displacement of persons with disabilities, particularly those in low-income communities and communities of color. HSP operates primarily on a pro per telephone clinic model to assist people with disabilities throughout California on issues impacting their housing. Our goal is to empower individuals with disabilities to advocate for their rights as tenants. We also work with unhoused people to identify needed services and overcome accessibility barriers.   In addition to direct work with clients, we are adopting a multi-pronged approach by providing Know-Your-Rights trainings, workshops, advocating with government agencies and housing providers to improve access, and forming strategic partnerships with other service providers and community groups to leverage our resources and maximize the number of people we can assist. We are a diverse and collaborative team that values flexibility, adaptability, and innovation in a legal landscape which has been significantly changed by the pandemic. This is the first time DRC will be hiring social workers, and our vision is to eventually expand this practice agency-wide with the help of the Social Services Coordinator.   PURPOSE OF THE JOB The Social Services Manager works under the direct supervision of one of the Supervising Attorneys for HSP and in collaboration with other Disability Rights California attorneys, advocates, and social workers in their legal, advocacy, and outreach efforts. The Social Services Manager will assist in hiring and will lead a social work team which will include two social workers. Through a combination of direct client work and collaborative community outreach, the goal of HSP is to provide individualized help to prevent homelessness and combat systemic housing stability issues while meeting federal and state grant requirements.     JOB RESPONSIBILITIES  The HSP Social Services Manager is responsible for developing and supervising the work of the HSP social work team in coordination with the HSP legal and advocacy staff.  Together, this multidisciplinary team will provide information, referrals, advice, brief service, technical assistance, outreach, training, and limited representation in administrative proceedings to clients on legal matters impacting their housing stability.   Essential functions include: -      Lead a team of social workers who will work together with other HSP and DRC staff to assess cases, identify client goals, develop strategies, and address barriers to housing stability; -      Provide direct supervision to assigned staff, volunteers, and student interns; including training, scheduling, and mentorship. -      Develop and provide trainings on relevant issues to DRC staff and other partners, as needed (virtually and, to the extent appropriate and permissible, in-person); Promote professional development of HSP staff through teaching, modeling, and the development of structured learning opportunities; -      Carry out program management activities in a legal setting such as planning, staffing, program development, program implementation, quality assurance (maintenance of DRC legal case files and timekeeping), and quality improvement. -      Develop and implement policies and procedures necessary for operation of the Housing Stability Project; -      Develop contacts with other service providers throughout California who may help with referrals and resources, particularly in underserved communities (including language or ethnically distinct communities, rural communities, LGBTQI+ communities, individuals who live in facilities, and people experiencing or at risk of experiencing homelessness) -      In collaboration with program managers and directors, participate in agency-wide program development and evaluation to ensure that HSP’s work is effective, efficient, and consistent with DRC’s mission and goals.  - Develop tracking methods and analyze data, and prepare reports to evaluate services, capacity, and in response to management or grant reporting requirements. -      Participate in team meetings and supervisory sessions. -      Demonstrate integrity and professionalism in interactions with clients, staff, and volunteers. -      Ensure client confidentiality at all times. -      Other duties as assigned.
Requirements: 
MINIMUM QUALIFICATIONS -      Master of Social Work degree with 5 years of in-depth knowledge in social work and 2 years of strong management and leadership experience. -      Extensive knowledge of (trauma informed care) crisis intervention and problem-solving skills; -      Experience supervising the performance and professional development of other staff and strong leadership skills; -      Proven ability to work with a variety of people (including groups); -      Excellent planning and organizational skills, including program planning and program creation; -      Ability to communicate effectively verbally and in writing; -      Be self-directed and able to manage overall goals while accomplishing multiple tasks; -      Demonstrate personal integrity and a professional image in all interactions with volunteers, clients and staff; -      Computer and general technology/software proficiency; -      Acceptance and respect for diversity of culture, sexual orientation, gender identity or expression, ability, and religious belief   PREFERRED QUALIFICATIONS -         Familiarity with laws affecting, rights of, and services for people with disabilities. -         Familiarity with housing barriers and housing navigation services. -         Experience with public benefits and social services systems. -         Experience in community organizing or development. -         Experience working directly with the public in a high-volume setting -         Experience in a legal setting; paralegal certification -         Crisis intervention and/or trauma-informed advocacy -         Ability to communicate fluently in Spanish, Chinese, Tagalog, Vietnamese, Korean, or American Sign Language. -         Life experience as a person with a disability OR direct experience as a caregiver of a family member with a disability.   TRAVEL REQUIREMENTS Occasional travel required: Ability to travel occasionally for activities such as out-of-town meetings, training, or outreach activities up to 25% of the time.
