SALARY RANGE (Depending on Experience): $96,978-$129,957

Office of Clients Rights California (OCRA) partners with the Department of Developmental Services (DDS), State of California, to provide Clients’ Rights Advocacy services at each of the 21 regional centers located statewide. These services include, among other things, technical assistance on the rights of people with developmental disabilities to regional center consumers, their families, agency staff, and interested community members, direct representation in selected cases, and investigation of any right to which a regional center consumer is entitled which has been abused, punitively withheld, or improperly or unreasonably denied.       The Managing Attorney provides leadership, direction and management of the OCRA Program, including development of program goals and objectives. This position supervises Supervising Clients Rights Advocates (SCRA’s) who are responsible for supervising the work and the day to day operations of local client’s rights advocacy office. The Managing Attorney is also responsible for staffing, budgeting, quality of work, training of staff, and reports to grantors and other parties.    JOB RESPONSIBILITIES Managing Attorney essential functions include: Leadership – 70% - Provide direction and supervision to SCRA’s and Client’s Rights Advocates  (CRA’s) including workload management, training, mentoring and monitoring staff. - Review and approve expenses consistent with the larger OCRA budget. - Lead work team with an emphasis on assisting the team in developing and implementing strategies to accomplish work team goals.  - Ensure that all work is in compliance with all program requirements, meets procedural and quality standards, including proper handling of personally identifiable information  - Prepare reports and attend Board Meetings to report on work as needed. - Represent OCRA as needed with other DRC teams. - Participate with other agencies and organizations to address systemic problems and issues related to OCRA and its clients, such as DDS, Regional Centers, and community care licensing. - Monitor, summarize, and analyze case law, legislation, and administrative policy and practices.    Support – 20% - Prepare training materials, publications, reports, or prepare presentations about OCRA’s work, which may include reports to funding entities. - Assist with organizational development and planning, including the planning and development of DRC’s Advocacy Plan.  - Provide technical assistance and substantive training to other DRC staff in areas of expertise - Lead and/or participate in statewide teams.   Community-Based Advocacy – 10% - Engage in community-based advocacy and community leadership, representing DRC.  - Prepare written materials and conduct outreach, education and training to consumers, community groups, advocates and others, particularly those from traditionally underserved communities on issues pertaining to their rights.   Other functions: - Assist with agency-wide management responsibilities. - Perform other duties as assigned.   SUPERVISORY RESPONSIBILITIES Directly supervise SCRA’s and CRA’s and leads CRA team to carry out the program requirements consistent with DRC’s policies, applicable laws and contract requirements. Responsibilities include interview, hire and train employees, plan, assign, and direct work; regularly evaluate performance and provide ongoing feedback; work with HR to take correction actions when needed; address complaints and resolve problems.
EDUCATION AND EXPERIENCE Juris Doctor degree (J.D.) or equivalent and membership in the California State Bar or eligible to practice under the Registered Legal Services Attorney Program [admitted to practice in another state and eligible to practice in California for three (3) years under the California State Bar rules for the Registered Legal Services Attorney Program, and required admittance to the California Bar within three (3) years.] Plus:  - Six years’ experience as an attorney in the practice of public interest law. Judicial clerkships or externships may be counted as up to one year of legal experience. - Three years’ experience in employee supervision and management. - Experience with laws, rights, and services as they pertain to people with disabilities, and/or direct representation of people with disabilities.   PREFERRED QUALIFICATIONS - Knowledge of programs that serve people with disabilities.  - Experience representing people with disabilities.  - Experience in developing and coordinating systemic advocacy projects particularly in the area of abuse, neglect, and/or victimization.  - Experience in health care risk management, quality assurance, or nursing or other health care professions. - Able to communicate fluently and write effectively in Spanish or an Asian language; or able to communicate using American Sign Language.  - Experience in the disability rights movement and/or extensive contacts in the disability community. - Experience with and/or extensive contacts in ethnic or language distinct communities. - Familiarity and/or extensive contacts with one or more of the following: homelessness, criminal justice, substance abuse or Gay/Lesbian/Bi-Sexual/Transgender/Intersex (LGBTI) communities. - Experience working with and/or sensitivity to persons with disabilities and/or experience working with and/or sensitivity to persons from multi-ethnic communities. - Life experience as a person with a disability OR direct experience as a caregiver of a family member with a disability.
