WHO WE ARE:   For over 50 years, CCLS has been representing and advocating for low-income individuals in Merced, Tuolumne, Mariposa, Fresno, Tulare, and Kings Counties—a region where intense poverty exists side by side with unparalleled wealth and abundance.  Our mission is to provide high quality, no-cost civil legal services to low income individuals, families, and communities—improving the wellbeing of our Valley through systems-changing advocacy, client education, and legal work that meets individual clients’ immediate needs.  We also work closely with agencies and community organizations that share our commitment to support our clients in being their own agents of change. 

The Legal Director is a key member—with the Executive Director, the Director of Administration, the Development Director, and the Fiscal Director—of CCLS’s senior leadership team.  The Legal Director’s role is central to CCLS’s commitment to meeting client needs through a thoughtful, affirmative, aggressive, and client-centered advocacy program.  The Legal Director’s core responsibility is to monitor, develop, shape, coordinate, and direct the work of CCLS attorneys and advocates.

DUTIES:

CCLS Legal Work

  • Manages four substantive legal teams and serves as the direct report for Supervising Attorneys of the Consumer/Seniors, Family/Immigration/Benefits, Health, Housing, and Legal Advice Line teams; Director of Litigation, Advocacy and Training; Compliance Analyst; File/Data Entry Clerk; and assigned support staff;
  • Collaborates closely with the Executive Director, Director of Administration, Development Director, and Fiscal Director;
  • Identifies opportunities for affirmative litigation and advocacy work (with the Executive Director and the Director of Litigation, Advocacy and Training ); responsible for CCLS’s execution of such initiatives.  This duty entails maintaining awareness of issues affecting CCLS’s client communities, via (e.g.):  news media; communications from sister legal aid programs, CBOs, and backup centers; conferences; scholarly journals; and data reporting.
  • Responsible for preparation, implementation, and periodic updating of CCLS’s Legal Work Plan/Strategic Plan (with the senior leadership team).
  • Monitors and directs progress on team work plans; team-specific issues (including staff training, mentoring, caseload, compliance questions not resolved by involvement of the Compliance Analyst, and work-quality issues); open-case review; and stale case lists.  This duty entails regular meetings with each Team Leader, with the Director of Litigation, Advocacy and Training, and with the Compliance Analyst.
  • Support Supervising Attorneys in using Legal Server data to manage teams.
  • Monitors, assists, and attends team case review meetings, in the absence of the Director of Litigation and Advocacy.

Grant Compliance Oversight

  • Tracks and implement changes in the law, and grantor regulations, pertinent to the provision of Legal Services. 
  • With team leaders, Fiscal Services, and Development staff, monitors dashboards and develops team work plans to meet grant deliverables.
    • Maintains grant staffing chart and communicates updates to Team Leaders, Fiscal Services, and Development as needed to advise of adjustments to advocates’ grant funding codes.  Where reassignments may be necessary to meet grant objectives, the Legal Director will coordinate with the Human Resources Manager;
    • Meets regularly with Development Department to provide information as needed for grant reporting and grant application issues, and to address grant-related issues;
    • Meets regularly with Fiscal Director on budget and staffing matters;
    • Provides information to the Development Department as needed for grant applications and grant reporting.
  • Oversees and supports the Compliance Analyst’s performance of the following duties to ensure compliance with all LSC and program regulations, procedures, and policies:
    • Ensure compliance with 45 CFR §1612 in CCLS responses to legislators’ or sister programs’ requests for comment on pending legislation; maintain LSC compliance files re:  legislative advocacy activity (in coordination with the Executive Director);
    • Develop pivot tables from Stale Case List data each month;
    • Assist Fiscal in ensuring staff compliance with timesheet and LegalServer time entries.
    • Identify and implement compliance-related staff training;
    • Assist the Deputy Development Director to generate GARs data at intervals throughout the year to track program performance and report back to staff.

Program Operations

  • Continues monitoring LSC Post-TAR visit Work Plan implementation, coordinating with Director of Administration to the extent implementation involves fiscal, HR, facilities, and/or IT;
  • Using Nextiva and other available data, monitors LAL operations to ensure ease of client access to CCLS’s services; finalizes, as appropriate, LAL changes per OneJustice Report;
  • Tracks personnel needs and vacancies and participates in recruiting; attends interviews for attorney and paralegal positions, and provides recommendations to Executive Director; recommends and implements staffing for new or revamped legal projects; coordinates closely with Director of Administration to the extent staffing changes involve fiscal, HR, facilities, and/or IT;
  • Works with Team Leaders to review and approve updated CAGs to reflect new program priorities; advises LAL and other appropriate individuals of changes and updates to CAGs;
  • Other duties as assigned.



SALARY/BENEFITS:  Salary Range DOE ($65,412 - $109,332); Benefits include medical, dental, vision, life, disability insurance coverage; employer contribution to 403(b) plan based on length of service; 14.5 paid holidays; generous vacation and sick leave policy; some professional dues paid by CCLS; if qualified, participation in the School Loan Reimbursement Assistance Program, and/or a Bilingual Supplement.

 

Requirements: 

QUALIFICATIONS:

  • Active member in good standing of the State Bar of California;
  • Minimum ten years of legal practice with significant litigation experience (jury and court trials; appellate court);
  • Minimum three years of management experience;
  • Ability to work with diverse population of professionals;
  • Exceptional organizational skills;
  • Experience in the operation of a Legal Services program and effective use of its resources for provision of legal assistance to diverse low-income clients and clients of color;
  • Knowledge of poverty law, LSC regulations and ABA standards for delivery of legal services;
  • Proficiency with computer software, including word processing, spreadsheets, data bases, and CCLS-specific software such as LegalServer, Paylocity, Nextiva, and WestLaw Edge;
  • Proven organizational, leadership and management skills;
  • Excellent oral and written communication skills;
  • Public relations skills;
  • Bilingual ability preferred;
  • Ability to travel as needed, proof of liability and property insurance on vehicle used.
