Human Resources Manager Reports to Executive Director Overview The Legal Aid Society of Northeastern New York, a nonprofit civil legal services program, is seeking an experienced HR Manager. The position is located in Albany, NY, the state capital. JOB DESCRIPTION Summary/Objective The Human Resource Manager is directly responsible for the overall administration, coordination, and evaluation of all human resource functions including payroll and supporting initiatives, systems, and best practices to recruit, develop, and train a diverse and high-performing workforce. The HR Manager will help build an organizational culture that supports advancement of Legal Aid’s mission and strategic plan. Essential Functions Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. • Assists or leads as needed with HR initiatives including open enrollment, onboarding, performance management, leave records, wellness, off-boarding, etc. • Plans, organizes, and controls all activities of the department. Participates in developing department goals, objectives, and systems. • Implements and updates the compensation program; rewrites job descriptions as necessary; conducts annual salary surveys, analyzes compensation; and monitors the performance evaluation program and revises as necessary. • Participates in collective bargaining and labor/management relations. • Evaluates and updates complete benefits plan; manages and runs a bi-weekly payroll for staff of approximately 100; and serves as the TSA Administrator for all 403(b) Plans. • Recommends, helps develop, and implements Collective Bargaining Agreement (CBA) and personnel policies and procedures; administers benefits plan including enrollment, termination, claims resolution, change reporting, approves invoices for payment, and performs annual re-evaluation of policies for cost-effectiveness. • Works closely with the Chief Diversity Officer/Race Equity Director (CDO/RED) in implementing DEI Program, policies, and initiatives. • As requested, assists the CDO/RED in ensuring compliance with all federal, state and local employment laws. • As needed, may assist the CDO/RED in investigating complaints under the unlawful harassment and discrimination policy. • Conducts and coordinates recruitment for all exempt, nonexempt, and temporary workers; writes and places job advertisements; works with supervisors to screen and interview candidates; conducts reference checks; extends job offers; conducts new-employee orientation; monitors professional development and employee relations counseling; and conducts exit interviews. • Establishes and maintains department records and reports. Participates in Executive Management Team (EMT) and staff meetings and attends other meetings, such as seminars. Makes regular staff-wide HR reports. Maintains organizational charts and employee directory. • Assists with audits by tracking and maintaining records and spreadsheets as needed. Conducts regular audits of HR files to ensure accuracy and adjusts processes and procedures as needed. • Fosters and manages strong collaborative relationships with the Union, middle management, Fiscal department, EMT, and other staff. • Mediates personnel disputes and assists, as requested, in resolution of union grievances. • Implements and maintains Human Resource Management System (HRIS) to track critical data for recruitment, onboarding, and retention. This role routinely uses standard office equipment and software and remote videoconferencing platforms..

Salary and Benefits Please note that the salary is depending on experience up to $60,000, plus generous benefits.

Position Requirements 1. Ability to work evenings and weekends, as needed. 2. Ability to travel both locally, within the service area in New York, and elsewhere as needed. 3. Must have reliable transportation and clean driver’s license. 4. Must make a 2-year commitment Required Education and Experience 1. Bachelor's degree 2. Three to five years of human resource experience Preferred Education and Experience • A master's degree in human resource management • Ability to speak Spanish • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential • Payroll and HR software experience
