Director of Finance and Administration

Description: 

POSITION SUMMARY:
Director of Finance and Administration, supervising the accounting department and working with other administrative functions throughout the organization. Responsible for overall supervision of Human Resources, Technical Services and Building and Plant functions.

DUTIES:
Under general direction of the Executive Director and within the framework of established policies and objectives:

Accounting and Finance
• Develop the annual budget along with the Executive Director and other Senior Management staff for presentation and approval by the Board of Directors;
• Monitor the budget by line item and funding source and recommend necessary changes during the year;
• Oversee the preparation of monthly consolidated financial statements as well as by funding source and location. Analyze any variance and prepare communications to distribute to appropriate Senior Management staff;
• Oversee monthly, quarterly and annual funding source financial reports ensuring accuracy and timeliness;
• Prepare analysis for Senior Management regarding the monthly financial reports and work with Project Directors, Managing Attorneys and others on specific budgets;
• Prepare and present financial reports to the Finance Committee of the Board of Directors and coordinate presentation of reports to the full board;
• Oversee New Market Tax Credit transaction compliance;
• Evaluate current accounting software, policies and procedures and propose any changes identified to improve financial reporting to each along with an implementation plan;
• Ensure maintenance of adequate internal controls;
• Coordinate all financial audits, including monitoring visits from funding sources and annual financial audit;
• Ensure financial compliance requirements with all funding sources;
• Monitor cash flow to ensure availability of funds when needed;
• Monitor investments of excess cash;
• Oversee all financing arrangements of LAFLA. Ensure adequate bidding procedures for major purchases. Oversee vendor relationships;
• Select, train, supervise and evaluates department staff; and
• Respond in an appropriate and timely manner to the needs, concerns and problems of staff, the finance department and of the organization.

Human Resources
• Supervise Human Resources staff;
• Review interaction between HR and Accounting to ensure adequate internal control and communication of all changes;
• Review all insurance and 403 b coverage policies to ensure compliance with grantors; and
• Review interactions with ADP for upgrades and changes to the system for benefits and evaluations. Technical Services
• Point person for Technical Services consultants; • Assist with prioritization of projects as needed;
• Provide assistance with replacement of equipment at all locations; • Work with consultants to ensure adequate budget for future replacements and repairs;
• Work with staff to ensure case management system meets legal department needs; and
• Work with consultants to ensure there is a disaster plan for IT in place and IT policies regarding use of IT equipment foundation wide.

Facilities • Oversee facility issues and communicate with Office Managers for any facility repairs;
• Coordinates with IT consultants regarding any IT needs for each office including but not limited to security, phone systems, copiers/printers and network issues that arise at the various offices; and
• Ensure adequate budget for major repairs to all buildings and maintenance budget for each office.

Requirements: 

• A minimum of a Bachelor’s degree in Accounting, a CPA or MBA preferred;
• A minimum of 8 years broad financial experience in a multi-funded not for profit organization. At least four years of supervisory experience. Legal services experience a plus;
• Demonstrated leadership and team management ;
• Experience in evaluation of financial systems, policies and procedures and presentation of proposed changes to senior management;
• Knowledge of New Market Tax Credit Transactions a plus; and
• Excellent written and oral communication skills
