Job Summary

The Director of Data and Evaluation leads and provides oversight for Children’s Law Center’s data-driven management and evaluation programs. This position oversees efforts to measure, analyze, and report on the organization’s programmatic impact and organizational effectiveness and builds an organizational culture that uses data to improve programs and practices. 


Supervisory Responsibilities

  • Supervises the Evaluation and Learning Coordinator and the Data and Reporting Specialist.
  • Recruits, interviews, hires and trains new staff.
  • Oversees the daily workflow of the department.
  • Provides constructive and timely performance evaluations. 
  • Provides professional development opportunities to the evaluation and learning team.
  • Handles discipline and termination of employees in accordance with organization policy.

Job Responsibilities

Data and Reporting Systems 

  • Works with other organizational leaders to create a culture of data-driven management.
  • Oversees ongoing design, customization, and improvement of data collection systems and reporting structures, including Legal Server, CLC’s case management system.
  • Develops and oversees data monitoring strategy and data quality reviews.
  • Develops data collection policies and practices and monitors uniform data collection compliance and quality across organization.
  • Manages regular reporting schedule and ongoing system monitoring for the collection and dissemination of data, dashboards, and reports to program directors, boards, and key stakeholders for use across the organization, including legal programs, development, HR and operations.
  • Oversees and ensures relevant staff are trained in data collection, interpretation and reporting (both onboarding and ongoing training).

Research and Evaluation 

  • Develops a vision for CLC’s evaluation and research agenda.
  • Oversees ongoing client feedback program and works with the legal and program directors to ensure feedback is analyzed, program changes are implemented as appropriate, and clients are informed about the impact of their feedback.
  • Leads current and new impact evaluation of CLC’s programs, including developing, expanding, monitoring and reporting.
  • Leads special projects, such as determining the financial return on investment of CLC’s programs, healthy housing mapping and other projects as appropriate.
  • Develops reports for internal and external audiences.
  • Identifies opportunities to share evaluation and learning strategies and findings publicly to benefit CLC and the broader community CLC serves.
  • Partners with the legal and policy directors to develop theories of change and logic models.
  • Identifies methodologies and instruments to ensure objective quantitative and qualitative measurement of program outcomes.
  • Develops data collection policies and practices and monitors uniform data collection compliance and quality across organization.
  • Displays cultural knowledge and sensitivities while building relationships and evaluation methods across different demographic groups.
  • Stewards and cultivates high level partnerships with external research and evaluation partners. 
  • Trains staff and partners and provides tools to ensure proper application of evaluation techniques and application.
  • To the extent evaluation projects involve the use of regulated information or activity, including human subjects research and health information privacy laws, ensures compliance with all applicable laws and regulations and organizational policies and procedures. 

Salary & Benefits

The salary for this position ranges from $82,900-$103,600 annually based on relevant experience plus a sign-on bonus.  Children’s Law Center offers a generous benefits package that includes medical, dental, vision, and short- and long-term disability insurance; employer-provided retirement contributions; flexible spending plans; and vacation, sick, holiday, family and medical leave. Hybrid Working Conditions

Children's Law Center is currently operating on a hybrid work schedule.  All employees are expected spend time both working remotely and working in-person from Children's Law Center's office.  Hybrid working expectations vary depending upon role and program responsibilities.

Vaccine Mandate

D.C. Mayor Muriel Bowser has required that government employees receive the COVID-19 vaccine and all eligible booster shots or be granted medical or religious exemption from the mandate.  Due to some of our grant funding and partnerships, Children’s Law Center must follow this mandate. Prior to beginning employment at Children's Law Center, all new employees must be fully vaccinated, including all eligible booster shots, and provide proof thereof as a condition of employment unless the candidate applies and is approved for an exemption as an accommodation due to a medical condition or a religious belief.

  • Demonstrated track record of at least 8 years in applied research and/or evaluation.
  • PhD or master’s degree in social science-related field preferred.
  • Experience working in the non-profit sector and/or legal services.
  • Extensive experience in quantitative and qualitative analytic methods.
  • Extensive experience with databases and case management systems, particularly in customizing, no-code build out and managing new systems migration or product development. 
  • Knowledge of program evaluation concepts and applications; experience and/or leadership in conducting developmental, formative and summative evaluations.
  • Knowledge of organizational change, organizational culture, and data-driven decision making. 
  • Ability to analyze and communicate complex data.
  • Facilitation, training and consultation skills in order to convene groups to interpret and examine data, make decisions, and move to action. 
  • Ability to communicate with diverse audiences – professionals at all levels to include, program directors and program staff, policy-makers, board, funders, etc.
  • Proficiency in effective oral and written communication.
  • Demonstrated leadership skills with ability to engage, lead, motivate, train, and manage a diverse and high performing team.
