Deputy Director of Operations

Inland Counties Legal Services, Inc. is a non-profit 403(c) organization providing free legal services to low income persons in Riverside and San Bernardino Counties. ICLS is looking for a Deputy Director of Operations with experience in legal services management who will enhance our organization. The Deputy Director of Operations will report directly to the Executive Director as a member of the Senior Executive Team along with the Deputy Director of Litigation, the Deputy Director of Community Engagement and the Chief Financial Officer. The Deputy Director of Operations will be responsible to ensure that ICLS, the Executive Office and all staff work in conformity with the State, Federal and Grant regulations as applied to our program. Responsibilities will include working with the ICLS Board of Directors to implement strategic planning, the Grants Administrator to ensure compliance with current grants, to increase grant funding, the creation and implementation of policies and procedures, oversee the Purchasing and Building Administrator and oversee the Human Resources Department. The Deputy Director of Operations will be responsible for the operation of ICLS in the absence of the Executive Director.
I. DUTIES AND RESPONSIBILITIES:
A. Purposes of Position: As an integral part of the senior executive team, you will support and guide the ICLS Staff to ensure ICLS operates in an efficient and productive manner. You will establish new policies and procedures to ensure ICLS functions in conformity with all the State, Federal, Grantor requirements and legislated mandates. In addition, you will critical in ensuring ICLS implements the goals and priorities of the Executive Director and the ICLS Board of Directors.
B. Specific Duties and Responsibilities: Specific duties and responsibilities for the Deputy Director will include managing the day to day operations of the Executive office; collaborating with the Senior Executive Team, to ensure ICLS works as a team; assisting in the development and implementation of agency policy and training, collaborating with our Private Attorney Involvement Partners, supporting grant efforts, working with community partners, ensuring compliance with funders, as well as other duties assigned by the Executive Director. Internal Administration - Oversee compliance issues related to major Federal and State funding sources, including Legal Services Corporation (LSC), Equal Access to Justice and IOLTA. Represent ICLS at state and national level meetings in coordination with or in lieu of the Executive Director. Oversee the LSC compliance portion of the annual financial audit. Lead the Administrative Management Team made up of the Director of Human Resources, the IT team, Grants Administrator and the Building and Purchasing Administrator. Oversee program evaluation at local office and senior management levels. Participate in meetings with the Senior Executive Team. Coordinate with Deputy Director of Litigation and the Director of Policy and Training as needed on annual training plans and staff training conferences. Provide counsel and advice to the Executive Director regarding administrative and human resources operations. Act as Executive Director in his/her absence. Fiscal Administration – As an integral part of the internal controls, the Deputy Director will review and approve payroll, expense reports, accounts payable, and act as a signor on program bank accounts, as well as assist in the development and monitoring of budgets. Board of Directors - Attend, present and advise the Board of Directors on the current status of the organization. Coordinate with the Board to provide them with the support needed to prepare and complete the ICLS strategic plan or other issues before the Board. Communications and External Relations - Assume responsibility for regular meetings of program-wide specialists, task forces, special projects. Along with Executive Director represent ICLS at the national and state legal aid networks.

II. QUALIFICATION CRITERIA: Licensed to practice law in the State of California; At least 5 years experience in legal services or advocacy on behalf of low-income persons; or with similar experience and management experience Excellent verbal and written communications skills; Superior interpersonal skills to establish and maintain working relationships; Ability to facilitate collaboration as well as ability to build and sustain productive relationships with diverse individuals, groups and organizations; Demonstrated project management skills; Exceptional problem solving, planning, and organizational skills; Hands-on, results-oriented problem solver with excellent time management skills; Ability to influence others to perform their jobs effectively; Ability to work under pressure; Positive attitude, with ability to work both independently and as part of a team; Experience working at a non-profit preferred
