Deputy Director of Litigation

Inland Counties Legal Services, Inc. is a non-profit 403(c) organization providing free legal services to low income persons in Riverside and San Bernardino Counties. ICLS is looking for a Deputy Director of Litigation with extensive litigation, management and training experience in civil litigation. The Deputy Director of Litigation will report directly to the Executive Director as a member of the Senior Executive Team along with the Deputy Director of Operations, the Deputy Director of Community Engagement and the Chief Financial Officer. The Deputy Director of Litigation will lead an exceptional team of legal advocates in providing legal assistance to qualified low-income persons in civil litigation in Riverside and San Bernardino Counties. The Deputy Director will provide guidance and support to the Practice Group Directors and their teams in Consumer Law, Bankruptcy/Tax Law, Family Law, Healthcare/Public Benefits, Immigration, Systemic Impact Litigation, Intake/Outreach, and Education. The Director will report directly to the Executive Director and will be a part of the Senior Executive Team at ICLS. The Director of Litigation will regularly meet and consult with the Senior Executive Team to ensure the litigation teams are meeting all compliance requirements and receiving the support from ICLS to meet the demands of their programs. The Director will work with the Practice Group Directors to identify systemic and impact litigation in both counties and that ICLS clients are receiving holistic legal services to resolve their economic, housing and protection needs.

I. DUTIES AND RESPONSIBILITIES:

A. Purposes of Position: As an integral part of the senior executive team, you will support, mentor and guide the ICLS Staff to ensure ICLS operates in an efficient and productive manner. You will establish new policies and procedures to ensure ICLS functions in conformity with all the State, Federal, Grantor requirements and legislated mandates. In addition, you are critical in ensuring ICLS implements the goals and priorities of the Executive Director and the ICLS Board of Directors.

B. Specific Duties and Responsibilities: Specific duties and responsibilities for the Deputy Director of Litigation will include supervising the Practice Group Directors.; collaborating with the Senior Executive Team to ensure ICLS works as a team; assisting in the implementation of agency policy, collaborating with our Private Attorney Involvement Partners, identifying and obtaining grants, working with community partners, ensuring compliance with funders, as well as other duties assigned by the Executive Director. The Director’s work is at the administrative, trial, and appellate levels; and in state as well as federal court. The Director may serve as lead counsel, co-counsel, consultant, amicus curiae, or provide technical support. The Director will be responsible to guarantee all staff are properly trained to allow them to provide the high-quality legal services that ICLS requires. This position is exempt from overtime, and requires a willingness to work beyond the standard work week, including evening or weekend meetings or events, as needed. Ability to travel as needed is expected. Internal Administration - Oversee compliance issues related to major Federal and State funding sources, including Legal Services Corporation (LSC), Equal Access to Justice and IOLTA. Participate in meetings with Senior Executive Team. Coordinate with Deputy Director of Operations and the Director of Policy and Training as needed on annual training plans and staff training conferences. Provide counsel and advice to the Executive Director regarding the litigation teams. The Deputy Director may be called to act as the Executive Director in his or her absence. The Deputy Director will act as a signor on program bank accounts, oversee administration of client trust accounts and litigation fund requests. Board of Directors - Attend, present and advise the Board of Directors on the current status of the Practice Groups and their accomplishments and growth. Coordinate with the Board to provide them with the support needed to assist the Board as requested. Communications and External Relations - Assume responsibility for regular meetings of the Practice Group Directors, working with the Director of Policy and Training establish a monthly meeting of Attorneys providing training and guidance as needed, task forces, special projects.

QUALIFICATION CRITERIA: Licensed to practice law in the State of California; 5 or more years of experience in civil litigation, including jury trials, administrative hearings, bench trials, motions, requests for orders and appeals in state and federal courts; or, similar experience and management experience Excellent verbal and written communications skills; Superior interpersonal skills to establish and maintain working relationships; Ability to facilitate collaboration as well as ability to build and sustain productive relationships with diverse individuals, groups and organizations; Demonstrated project management skills; problem solving, planning, and organizational skills; Hands-on, results-oriented problem solver with excellent time management skills; Ability to influence others to perform their jobs effectively; Ability to work under pressure; Positive attitude, with ability to work both independently and as part of a team; Experience working at a non-profit preferred
