Comptroller

Description: 

1.        Prepares annual program budgets for presentation to Board of Directors for approval.

2.        Prepares monthly, quarterly, and annual financial statements and reports for the Executive Director and the Board of Directors, as well as any other internal or external financial documents required for the management of the program.

3.        Develops and implements systems and procedures for the financial management of the program which comply with all federal, state, and agency requirements and generally accepted accounting principles.

4.        Monitors the financial performance against applicable budgets and recommends any necessary corrective action.

5.        Establishes General Ledger chart of accounts.

6.        Reviews all program insurance requirements on a periodic basis and recommends any necessary changes.

7.        Administers Tax-Deferred Annuity (TDA) plan for the program.

8.        Manages and invests cash for the program assuring optimum cash flow and maximum return on investment.

9.        Conducts periodic and unannounced internal audits of offices, including their client trust funds, operating accounts, and petty cash.

10.      Prepares and files all required government reports, tax forms, etc.

11.      Receives and reviews bank statements and gives to Assistant Comptroller for preparation of bank reconciliation.

12.      Makes wire and/or ACH transfers.

13.      Provides all required information and follow-up actions for annual audit conduct by outside CPA firm.

14.      Reviews and approves payroll transactions.

15.      Reviews property accounting system.

16.      Compares validated deposit slips to the check receipt log.

17.      Provides guidance and supervision to Assistance Comptroller, Fiscal Assistant, and Human Resources/Payroll Assistant.

 

 

Requirements: 

1.        Must be bondable.

2.        Must have a degree in business administration or accounting and at least 8 years of work experience with comparable responsibilities.  Experience with a Legal Services Corporation organization is preferred. 

3.        Must have a thorough knowledge of accounting principles and practices, as wee as an in-depth knowledge of non-profit accounting, budgeting and financial planning. Must be familiar with appropriate accounting and financial software.

4.        Must be capable of making professional presentations to the Board of Directors, outside agencies, and the program staff.

5.        Must be able to attend meetings and/or other functions at various locations throughout the service area.  Occasional out of area travel and overnight stays may be required.
