Information Technology Manager

Prairie State Legal Services, Inc. (PSLS) is a non-profit organization that has provided quality civil legal services for 37 years and employs over 160 persons at 12 field offices serving 36 counties in northern and central Illinois. We have diverse funding to provide legal advocacy services to persons of low-income, persons with disabilities and older adults. Annually, Prairie State handles over 22,000 applications for legal help and serves over 16,000 clients.

PSLS is seeking a full-time, hands-on Information Technology Manager to oversee the development, implementation and use of technology throughout the firm, working closely with a Systems Administrator and with advocacy staff to assess and address user and law practice needs. This position reports to the Associate Director and CFO, and supervises all IT Unit employees.  Other principal working relationships include the Executive staff, all systems users, vendors and consultants.

LOCATION: In Prairie State’s Administrative offices in Rockford, Illinois. 

JOB DESCRIPTION:
·                       Develop overall IT strategy for PSLS by creating, revising, developing, and implementing our firm’s IT policies, standards and procedures such as security, disaster recovery, and internal operations, and protecting systems from internal and external risks.

·                      Manage the IT infrastructure, including design and configuration, implementation, installation, maintenance, and support of servers, computer hardware, software, network devices, security, telephony, and case management systems.

·                      Develop and implement regular technology roadmaps for upgrades, development, and integration of new systems.

·                      Oversee provisioning of help desk / technical support services to provide a responsive and timely solution to immediate IT issues and proactive tasks to ensure IT systems remain operational or to troubleshoot down systems and to minimize downtime.

·                      Record trouble tickets with daily data, documenting problems, remedial action taken, and installation activities in a maintenance log.

·                      Maintain documentation associated with computer setup, software installations and computer configurations.

·                      Keep up to date with new technologies, identify problems, evaluate trends, and anticipate requirements, advising executive management about solutions to organizational needs, and communicating with all users about relevant updates.

·                      Manage IT staff (including hiring, training, evaluation, and guidance) to meet continually changing needs of projects and users of all skill levels.

·                      Work with advocacy staff to develop strategies to enhance client services, improve user efficiency, and foster innovation.

·                      Manage technology department finances, including budgeting and purchasing.

·                      Train firm’s users to be more efficient and accurate on our systems.

·                      Negotiate and manage external vendors, contractors, consultants, and service agreements.

·                      Conduct computer and system audits.

·                      Oversee and supervise current backup system.

·                      Integrate into the legal services technology community with some travel to national and local conferences.

·                      Support Prairie State’s overall mission and follow all standards, policies, procedures, and confidentiality guidelines.

 

Requirements: 

QUALIFICATIONS: The successful candidate must have a degree in computer science, information systems, or the equivalent; advanced knowledge of computers and IT systems with a minimum of 3 years progressive growth; IT experience (non-profit preferred but not required) in many of the above technologies, with multi-location/facility environment and multiple server integration; experience with mission-critical software management and implementation; leadership and management skills with a service orientation; exceptional written and verbal communication skills tailored to audience (executives, technicians, users); excellent interpersonal and organizational skills; ability to solve complex technological problems involving hardware, software and the PSLS network; willing to travel at least 10-15% of the time for business purposes; business acumen, knowledge and professionalism.
