Fiscal Services Director

Description: 

POSITION: Central California Legal Services, Inc. (CCLS) seeks a Fiscal Services Director. The Fiscal Services Director reports to the Executive Director and oversees the fiscal department of the organization. PROGRAM DESCRIPTION: Established almost 50 years ago, CCLS provides free legal advice and representation in civil matters to eligible low-income individuals throughout its six-county service area. Our mission is “To Advance Justice and Empower People.” The organization’s clients are the working poor, families with young children, people with disabilities, immigrants, veterans, senior citizens, and other low-income individuals. CCLS employs attorneys, paralegals and support and administrative staff with additional significant program support from pro bono attorneys, law students, interns and other volunteers. We provide services through fully staffed offices located in the cities of Fresno, Merced and Visalia. Services are available to low-income residents of Fresno, Tulare, Kings, Merced, Tuolumne and Mariposa Counties. In addition, through our partnership with the Health Consumer Alliance, we also serve residents in the counties of Madera, San Luis Obispo, Stanislaus, Monterey, and San Benito regarding their specific healthcare concerns. CCLS works in the community to help people when their rights are restricted, compromised, limited, and/or denied. DUTIES AND RESPONSIBILITIES:

SUPERVISORY:

●      Supervise all accounting activities of CCLS, including program income, expenditures, record keeping, bank reconciliations and ensuring all accounting is in compliance with generally accepted accounting principles and are being performed in a timely manner.

●      Preparation of budgets and budget projections, and other financial reports for final approval by the Executive Director.

●      Work closely with the development director and grants/data analyst to ensure compliance with all grantor reporting requirements, grant conditions and guidelines.

●      Assist, as needed, in Union negotiations.

●      Assist in developing, reviewing and implementing operational procedures to comply with the Legal Services Corporation requirements.

●      File yearly 5500 reporting for 403 (b) retirement plan.

●      Ensure employee payroll benefits deductions are properly maintained and updated as needed.

●      Monitor on a daily basis the organization’s bank accounts and report any unusual activity immediately to Executive Director.

●      Monitor CDARS on a weekly basis and reinvest monies as needed and/or make necessary transfers to organization’s main bank account following Executive Director’s direction. 

●      Other duties as assigned by the Executive Director.

ACCOUNTS PAYABLE:

●      When necessary, process manual checks following the same procedure as above.

●      Experience with accounts payable.

PAYROLL:

●      Review the OnePoint worksheet and supporting documentation prior to transmittal of payroll to OnePoint.

●      With the assistance of the Fiscal Officer, maintain the Master Payroll Journal Entries spreadsheet, ensuring that all staff person’s salaries are correctly allocated to the funding sources.

●      Review and approve all payroll journal entries prior to input into the computer.

●      Review and approve the monthly reconciliation of payroll clearing.

●      Experience in processing payroll.

GENERAL LEDGER:

●      Review and approve all entries made to the general ledger.

●      Monthly printout and review of all entries made to the general ledger for accuracy.

●      Ensure that all postings are made to the correct accounts.

●      Ensure that all funding sources are properly expensed into the General Ledger.

●      Ensure that the subsidiary ledgers are reconciled in a timely manner, review the reconciliations of all subsidiary ledgers and make sure they accurately reflect the general ledger.

●      Maintain the monthly allocation worksheet making sure that it reflects the current funding pattern of CCLS.

REVENUE:

●      Review and approve cash receipts account coding prior to entry into the computer

●      Have the ability to do a cash receipts journal entry.

FINANCIAL REPORTS AND BUDGETS:

●      Prepare financial reports for all Board of Director meetings including all narratives.

●      Prepare financial reports as required by funding sources, including narratives and attend Board meetings.

●      Reconcile financial reports to General Ledger.

●      Work with the Executive Director and management staff to develop annual program-wide budget for approval by the Board of Directors.

●      Maintain program-wide budget, report any proposed revisions to the Executive Director and Board of Directors.

●      Prepare budgets for all applications including narratives.

●      Work with the Director of Development in pursuing additional sources of funding.

AUDIT:

●      Oversee the annual circular A-133 audit.  Prepare schedules for Auditor as needed.

Requirements: 

QUALIFICATIONS:

EDUCATION:  Bachelor of Science in business administration with emphasis in accounting, finance.

EXPERIENCE:          

●              Five to ten years experience in finance, accounting, human resources / benefits and payroll including supervisory experience.

●              Experience in working with non-profits and/or legal services organizations preferred.

KNOWLEDGE, SKILLS, AND ABILITIES:

●              Computer proficiency in MS Office, especially Excel.

●              Proficiency with accounting and payroll software.

●              Excellent interpersonal skills including ability to negotiate.

●              Excellent communication skills (oral and written).

●              Able to establish effective working relationships with a variety of individuals.

●              Able to prioritize work, multi-task and handle multiple responsibilities.

●              Strong attention to detail and accuracy.

SALARY/BENEFITS: DOE (Range $46,368-$65,940), medical, dental, vision, life, disability insurance coverage; employer contribution to 403(b) plan based on length of service; 14.5 paid holidays; generous vacation and sick leave policy; some professional organizations dues paid by CCLS; May qualify for the School Loan Reimbursement Assistance Program.
