Deputy Director

Overview: Established by Congress in 1974, the Legal Services Corporation (LSC) is the country’s single largest funder of civil legal aid for low-income Americans. LSC currently funds 134 independent, non-profit legal aid organizations with more than 800 offices throughout the nation. LSC’s mission is to promote equal access to justice and provide grants for high-quality civil legal assistance. Under the direction of the OPP Director, the Deputy Director assists in the management, administration and implementation of LSC programmatic functions. Assists in supervising approximately twenty six staff, including attorneys, other professional staff, support staff and interns, and is responsible for the direct supervision of approximately fourteen staff members. PRINCIPAL DUTIES AND RESPONSIBILITIES: Based on the Deputy Director’s experience, will assume responsibility for a defined subset of the following four principal duties: a. Managing and reviewing OPP written work products, including, without limitation, draft and final Program Quality Visit reports, Capability Assessment Reports, summaries of Program Engagement Visits, correspondence with grantees, Request For Proposals, Program Planning and Assessment Tools (PPAs), and related evaluation guidelines. b. Managing the planning and implementation of ongoing processes, including grants competition and program quality assessment visits. c. Managing and administering programs including Technology Initiative Grants, disaster grants, Pro Bono Innovation Fund grants, Loan Repayment Assistance Program, and the LSC Resource Information website. d. Overseeing and coordinating committees and work groups. Plans, supervises, and assesses the work of OPP staff and meets with staff to review work, create new strategies, implement projects, and advise on any work matter. Drafts updates to work manuals in accordance with established policy and implements and administers projects. Works with the Director to address OPP personnel issues, including, without limitation, performance evaluation reviews, personnel decisions, conflict resolution, new staff orientation, and basic administrative paperwork such as timesheets, leave requests, and travel expense report approvals. Makes presentations to LSC Grantee directors, LSC Board of Directors, the American Bar Association, and other outside organizations regarding LSC's work. Consults with the Director of OPP, the Vice President for Grants Management, and LSC President in making recommendations on policy matters. Reviews funding proposals and related documents and makes recommendations regarding funding and evaluation of grantee program performance. Assists in the process of developing, implementing, monitoring and administering the OPP budget. Responds to inquiries from LSC staff, grantees and others, regarding all programmatic issues. In collaboration with other LSC offices, develops recommendations on regulatory issues related to program operations; coordinates assigned activities with those of other LSC offices. Maintains ongoing communications with national organizations and grantees on policy issues related to the LSC Act and programmatic functions/issues. Performs other related duties as assigned.

Some travel may be required. Technical/Specialized: A bachelor’s degree and a minimum of ten (10) years of experience, including a minimum of five (5) years managing and supervising staff. JD or other advanced degree preferred. Experience with legal services delivery; ability to design, recommend, and implement legal services program initiatives, as well as identify and comprehend trends that affect LSC, its grantees, and their clients. Ability to interpret regulations, policies, law and proposals and ensure their effective administration, as necessary. Proficiency with Microsoft Office Suite.
