Chief Fiscal Officer

Appalachian Research and Defense Fund of Ky, Inc. (AppalReD) is a regional non-profit law firm that provides free high quality legal assistance in civil matters to help low-income individuals and groups in Eastern and South Central Kentucky.

AppalReD has an operating budget comprised of several funding sources with its main source of funding being the Legal Services Corporation.  Our staff of 42 includes attorneys, paralegals, administrative and support staff.  Offices are located in Barbourville, Columbia, Hazard, Pikeville, Prestonsburg, Richmond and Somerset.

The Position

The CFO is based in Prestonsburg and reports to the Executive Director. Responsibilities include budget development; cost benefit analysis; financial forecasting; planning, directing and managing financial systems. This includes all facets of finance and budgeting; financial analysis and reporting; system reviews and recommended changes and/or upgrades; management of all accounts; oversight and management of the annual audit.

The CFO works as an integral member of the Administrative Team currently comprised of  the Executive Director, Director of Human Resources and Development, and Assistant Fiscal Officer.

Skills and Abilities

The ideal candidate will:

  • possess exceptional organizational, analytical and financial skills;
  •  welcome the opportunity to work in and help advance the mission of AppalReD;
  •  be a self-starter who has experience in managing complex financial operations;
  •  be skilled in all aspects of financial management and the preparation of both routine and complex reports, including forecasting and trending;
  •  have experience in managing the financial requirements of diverse grants and contracts, including vouchering, grant-specific cash flow reports, appropriate allocation and tracking of both personnel and non-personnel costs, grant reconciliation and close out;
  •  have deep expertise in MIP Fund Accounting (or similar) and Excel;
  •  have strong written and verbal communications skills;
  •  demonstrate a keen attention to detail and high level of accuracy in handling data;
  •  have well developed analytical and problem solving skills;
  •  have experience managing a large number of diverse funding sources;
  •  be organized and adept at managing multiple priorities;
  •  be able to establish effective working relationships with both subordinates, supervisors, and vendors;
  •  be able to adapt, exercise sound judgment and remain flexible in a fast-paced, dynamic work environment;

Experience with Legal Services Corporation funder requirements highly desirable; including budget development, post award administration, allocating, vouchering, and close out. Experience with federal contracting process a plus.

Willingness and comfort in working with a diverse staff in a professional, supportive and confidential manner.

Core Responsibilities and Duties

  • Develop and manage an annual operating budget;
  • Oversee all financial functions of the organization including cash flow, accounts payable/receivable, bank accounts; including managing lines of credit and investments, payroll and all reconciliations;
  •  Prepare, review and produce monthly financial statements for Executive Director and the Board Finance Committee;
  • Ensure financial compliance, controls and redundancies are in place and operational;
  • Oversee annual finance audit and tax returns.

Other Duties as needed.

Requirements: 

Qualifications

Education:  Bachelor’s degree in Accounting or other related business degree preferred

Job Experience: At least five years of progressive experience and responsibility for financial management including supervisory experience. Experience in non-profit setting and with multiple grant contracts helpful.

Strong financial planning and analytical skills are critical.

High integrity, proven record of being proactive in the performance of all job related functions; proven ability to work independently and exercise professional judgment.

Special Knowledge and Skills:

Strong working knowledge of Microsoft Office Suite, MIP Fund Accounting (or similar) and Excel desired. Knowledge of the OMB Circular A133 strongly preferred.
